Rules for 2019-20 Season

NBYAA BASKETBALL RULES AND REGULATIONS 2019-20

Adopted at coaches’ meetings on Nov 4 & 5, 2019

Logistical guidelines:

-Home team responsible for keeping official book – bookkeeper sits at scorer’s table

-Visiting team responsible for finding someone to manage scoreboard & time on clock.

- Goal heights & ball size:

 

K & 1/2 grades = 8 ft goal, 27.5 size ball

3/4 grades = 9 ft goal, 27.5 size ball

5/6 grades = 10ft goal, 28.5 size ball

7/8/9 grades = 10ft goal, 29.5 size ball

 

-Coaches decide on which ball to use for game. If disagreement, default is home team ball.

ºEach team is given 3 “full” time outs and 2 “30 second” timeouts per game.

ºFirst overtime if necessary is 2 minutes, any additional overtimes are 1 minute. (In overtime, each team will be granted one additional 1-min timeout, regardless of # of overtimes needed.)

ºIf one team is ahead by 20 points in 2nd half, clock will run continuously until lead is less than 20 points. Team that is

ahead by 20 points in 2nd half cannot press full court regardless of age group or time left in quarter.

 

Bench/coach behavior:

-The only individuals that are permitted on bench during game are head coach, 1 assistant coach, players, & if necessary

a bookkeeper (note that home team bookkeeper is supposed to sit with scoreboard operator.)

-Head coach is the only person who can communicate with officials.  Head coaches should direct concerns to GYM SUPERVISORS, rather than directly to referees.   * Point of emphasis for all officials this year is zero

tolerance for assistant coaches complaining or talking to officials. They will receive a technical foul pretty quickly.

 

Other rule changes/points of emphasis

-No earrings permitted in games. Player will not be allowed to play with jewelry of any kind.

-Timeouts are called by players/coaches but must be granted by official. A timeout is not a timeout until official grants it.

-On Free Throws, players on free throw lane can move when ball leaves shooter’s hands. Players outside the 3 pt line &

the free throw shooter cannot move until ball hits rim.

-No non-playing personnel are to be on the courts during timeouts or dead balls. Only at end of quarters & ½ time at the

discretion of the officials.

 

Specific rules for age groups:

 

Kindergarten                   

 - quarters are 6 minutes with running clock

- coaches are referees

- no score on scoreboard

- no pressing at any time

- FTs from dotted line in middle of lane, soft line

 

1/2 girls & boys

-FTs from dotted line in middle of lane, soft line

-defense can guard only inside 3 pt line for majority of game except in instance below

-last 1 minute of 2nd quarter & 4th quarter, defense can pick up at half court, (if there is overtime, defense can pick up at

half court for entire overtime period)

-no full court pressing at all

-no 3 seconds violation in lane, official will tell players to get out of lane after several seconds

-no 10 seconds in back court will be called

ºGame quarters for 1/2 grade will be 8 minute running clock. (See next bullet point for boys.) Clock will also stop only

during time outs, player injuries, & the last 1 minute of 4 quarter. This means the clock continues to run on free throws,

ball out of bounds, etc at all other times of game outside last 1 minute of 4th quarter.

ºBOYS ONLY: Clock will stop at 4:00 into each quarter to allow for subs.

 

3/4 girls & boys

-defense may pick up at half court (no pressing) for majority of game. Last 1 minute of 2nd quarter & last 1 minute of 4th

quarter full court pressing is allowed. (if there is overtime, full court pressing is allowed)

- FTs from line between broken circle & regulation FT line GIRLS: soft line BOYS: hard line

-5 second violation in lane instead of 3 seconds in lane

-10 seconds to get ball across half court is called

ºQuarters will be 6 minutes & clock stops on each whistle. Coaches can agree at any point to use running clock.

 

5/6 girls

-Regulation FT line, soft line

-defense may pick up at half court, may guard full court last 2 minutes of each half (if there is overtime, full court

pressing is allowed)

-10 seconds will be called, 3 seconds in lane will be called, 5 seconds closely guarded will be called

ºQuarters will be 6 minutes & clock stops on each whistle. Coaches can agree at any point to use running clock.

 

5/6 boys & 7/8/9 boys

ºQuarters will be 6 minutes & clock stops on each whistle. Coaches can agree at any point to use running clock.

-no exceptions to high school rules
